Fred brings over 30 years of combined legal, investigative, and federal service experience to Wooten Law Office. Licensed to practice in Tennessee and admitted to the U.S. District Court for the Western District of Tennessee, Fred offers strategic legal counsel across a broad spectrum of civil matters. As a Rule 31 Listed Mediator for Civil and Family Law, including Domestic Violence cases, Fred provides flexible evening and weekend mediation services to meet the needs of working clients and reduce overall costs.
Fred’s legal background includes service as a Title IV-D attorney, a municipal attorney, and a legal services staff attorney. He has represented clients in civil litigation involving public benefits, housing, employment, veterans’ issues, contracts, family law, and protective orders. During the COVID-19 pandemic, he served as an Unemployment Appeals Hearing Officer for the Tennessee Department of Labor.
Before entering law practice, Fred spent nearly three decades in federal law enforcement, leading multi-agency investigations targeting healthcare fraud, identity theft, and procurement fraud. As an Intermediate Contract Officer for NASA, he managed acquisitions ranging from standard purchases to multi-billion-dollar programs. Fred’s investigative work has earned national commendations from the FBI, HHS, and the President’s Council on Integrity and Efficiency.
Fred is a U.S. Army Reserve veteran and former Chemical Officer. He holds a J.D. from Nashville School of Law, a Master’s in Justice from American University, and a B.S. from Murray State University. He is a member of the American Bar Association, Tennessee Bar Association, and Tipton County Bar Association.
